The Royal Guard Constabulary Regiment has stationed itself at the Gendarmerie Headquarters and several military camps around Harbin.
As soon as Kujou entered the officer's office, he took a seat at the desk of Officer Ninomiya Kenichi. Both Kujou and Ninomiya were acutely aware of their respective roles; on the surface, Ninomiya was the commander, but behind closed doors, Kujou held the real authority.
