After establishing control over the Gendarmerie Headquarters in Harbin, Kujou Yuuma summoned the Kanto Army Commander, who also served as the Special Envoy with Full Powers for Manchukuo and the Kanto Governor, General Mutou Nobuyoshi. He held significant authority over military, political, and diplomatic matters in Manchuria. In the Gendarmerie Headquarters, he discussed important issues regarding the future of the Kwantung Army alongside Ninomiya Kenichi.
Mutou Nobuyoshi was a descendant of the Mutou Branch Family. His ancestor, Mutou Shunshuu, had been a vassal of Oda Nobunaga during the Warring States period. After Nobunaga's defeat, the Mutou family fell into decline and eventually faced poverty. During the era of Autonomous Reform, Mutou Nobuyoshi had pledged allegiance to the Takaishi Family as their vassal. Thus, he was essentially a vassal to Kujou Yuuma, the sole heir of the Takaishi Family.
"Your Excellency," Mutou began, "what are your thoughts on the Kwantung Army under your command?"
"The Imperial Wall is the vanguard of our empire's expansion," he continued. "It maintains actual control over Manchuria and serves as our frontline force against the Soviet Army, training excellent soldiers for the empire!"
"Indeed! The General is truly one of the empire's most loyal members! However, I have heard some differing opinions about the Kwantung Army compared to what General Kujou has stated."
"Oh? Your Grace, do you have new insights?"
"The army has been responsible for creating needless tragedies, displaying a complete lack of military discipline, oppressing civilians, exploiting the economy, seizing resources without restraint!"
Hearing this, Mutou Nobuyoshi felt a surge of anger. Yet, given Kujou's status, he dared not speak out of turn and could only respond quietly, "Your Excellency, Mitsuyoshi believes that what you have heard is certainly slander!"
Kujou Yuuma's expression remained unchanged as he extended his hand. The Military Police Commander, Ninomiya Kenichi, respectfully retrieved a large stack of documents from a briefcase behind him.
"Kujou tossed them to Mutou Nobuyoshi. 'Take a look at these reports and records from the Gendarmerie regarding complaints and Special High Class incidents. See if what you call slander is truly slander!'"
Mutou Nobuyoshi took the documents and glanced through less than ten pages before slamming his palm on the low table. "Baka! These bastards!"
The habit of subordinates undermining their superiors within the Imperial Army had become severe; there was an unspoken agreement to conceal anything detrimental to promotions—even serious violations of military discipline.
Kujou Yuuma calmly observed Mutou Nobuyoshi. "General Kujou, if the Kwantung Army has been involved in drug trafficking, substance abuse, prostitution, and rampant looting—if even the rate of sexually transmitted diseases has reached alarming levels—then what you describe as a vanguard and frontline force of excellent soldiers becomes a joke! Once these matters reach our homeland, General Mutou, your reputation as part of the Imperial Wall will become a disgrace for Greater Japan Empire!"
Mutou Nobuyoshi initially stood up but then took two steps back and knelt down with both hands on the ground, bowing deeply toward Kujou. "Your Excellency, please grant Mutou an opportunity for correction! Everything moving forward will be carried out according to your wishes."
He understood very well that Kujou Yuuma had already grasped all of Kwantung Army's misdeeds through years of records from the Gendarmerie and Special High Class. Once exposed, his reputation would be irreparably tarnished!
