Yun Yi nodded gently, understanding that the map was clearly drawn based on the creator's personal travel experiences. He had never set foot north of the Hutuo River, so that part of the map was blank; however, Zhao An had traversed that area, and the corresponding section on the map was clearly visible.
Looking at the map in his hands, Zhao An's eyes were filled with surprise and excitement. Seeing this, Yun Yi cleared his throat softly, interrupting his reverie. "Alright, enough looking at that. We should quickly plan for the placement of the Refugees."
Zhao An quickly composed himself, folding up the map and focusing intently on the layout of Zhao Family Village that Yun Yi had spread out before him. The terrain of Zhao Family Village formed a semicircle, with the top of this semicircle shaped by the Hutuo River. Although the river was nearly dry now, there was still hope for its recovery.
Currently, only the eastern, western, and southern regions were available for settling Refugees. Of course, the number of existing Refugees had not yet reached a point where these three areas needed to be utilized. However, it was essential to be prepared. The number of Refugees would not remain at just over a thousand indefinitely. As news spread about Zhao Family Village accepting Refugees, more and more would come seeking shelter—whether it be three thousand, ten thousand, or even more could appear in the future.
"Immortal Master, how about we build some taller buildings? That way, we can accommodate more people in the same space," Zhao An suggested.
Yun Yi countered with a question: "Then how tall do you think we should build?"
"How high can you build?" Zhao An asked cautiously.
In response, Yun Yi smiled and said, "The height I can construct entirely depends on my will. Whether it's a hundred meters or a thousand-meter tower, it's all possible."
Hearing such a bold declaration from Yun Yi, Zhao An felt no doubt at all; he knew well that this man referred to as an Immortal was not one to make empty claims. If he said he could do it, then he certainly could.
After a brief moment of contemplation, Zhao An replied, "Naturally, the taller we build, the better. If we can construct a building with a hundred floors, one such structure would be enough to house hundreds or even more people."
Even if in the future there are millions of refugees without a place to call home, we need not worry about their lack of shelter. This idea is indeed bold and astonishing!
Yun Yi shook his head in disagreement. "Building a hundred-story building is out of the question. Just think about yourself—if you were really asked to live on such high floors, would you be willing? We should treat others as we would like to be treated and not impose on them what we ourselves would not accept."
Realizing this, Zhao An nodded in shame and admitted, "My lord, I have been too shortsighted in my considerations."
Yun Yi reassured him, "It's alright; who doesn't make mistakes?" He added, "Building structures too high is indeed impractical. The essence of architecture lies in being people-oriented."
After agreeing with this perspective, Zhao An further inquired, "My lord, do you have any specific plans?"
After pondering for a moment, Yun Yi replied, "I do have a few ideas."
Zhao An immediately adopted a serious listening posture.
Yun Yi pointed at the map while explaining in detail: "I plan to start construction from the eastern side of Zhao Family Village. In the first phase, we will build several three-story buildings. Each floor will have ten rooms, with each room covering an area of about twenty square meters, roughly equivalent to twelve feet by twelve feet from the Han Dynasty. Each living space is designed to accommodate four residents."
"In the future, I hope you can help keep track of the family situations of the homeless so that we can arrange family members with kinship to live together as much as possible. This plan essentially mimics modern dormitories and is a typical four-person arrangement. Although this living situation is undoubtedly challenging, it is the only option we have."
While Yun Yi wished to provide a more comfortable living environment for the homeless, resources are currently limited. For now, we can only ensure that everyone has a place to stay. Once resources become abundant in the future, we can consider improving the quality of living.
Zhao An had no objections to this point: "Rest assured, Immortal Master; I will take care of this matter."
Yun Yi appreciated Zhao An's abilities and character and gently patted him on the shoulder as a gesture of encouragement.
"Is there anything else besides the resettlement matters?"
Zhao An quickly responded, "There is another issue regarding the management of the wandering population that requires your guidance, Immortal Master."
Facing Yun Yi's inquiry about the management problems within the Wanderer community, Zhao An sighed. "Last night, Zhao Yun caught a thief who assaulted a woman."
At this revelation, Yun Yi's expression turned grave. "An assault on a respectable family?" he asked, somewhat astonished.
However, upon further reflection, he found it understandable. In a large group, all aspects of human nature are bound to emerge. Just as Lin Mu's flourishing environment attracts various birds to dwell within it.
As the number of refugees increases, such incidents are inevitably bound to occur. After all, evildoers do not label themselves; they hide among the people, ready to strike at any moment.
Yet, discovering problems early is not a bad thing; it allows for timely resolutions and helps prevent future increases in the wandering population that could lead to more potential dangers.
Yun Yi asked, "What suggestions do you have regarding this?"
Zhao An replied, "Immortal Master, I hope you can personally punish the perpetrator and use this punishment to warn others with ill intentions."
