The men gathered at the entrance of the town hall were noisy, but their chatter quieted when they noticed a young woman approaching. They couldn't help but steal a few glances at her. In this remote mountain village, it was rare to see such a beauty, unadorned yet radiating natural grace.
However, rather than admiring her, their attention quickly shifted back to their complaints and curses.
"Everyone, I am the new Town Head, Lin Xiao," she announced.
Those closest to Lin Xiao heard her clearly. They had learned that the new Town Head was a young woman, but they hadn’t expected her to be so youthful and attractive. After exchanging glances, a sense of disillusionment washed over them. The previous Town Head, Hu Bing, who was fifty years old, hadn’t managed to secure any funds for them—what could this young woman possibly do?
Someone muttered that as long as she was the Town Head, she should provide them with money, regardless of her youth and beauty. The crowd murmured in agreement, their thoughts turning to how easily she might be swayed.
"Town Head Lin, we built Cui Ping Nan Yuan two years ago, and there’s still a hundred thousand in payments that haven’t been made!"
"Town Head Lin, we repaired Taihu Road, and there’s still another hundred thousand owed!"
Voices rose in a chorus of grievances.
Lin Xiao had intended to wait for Zhang Qing, who was responsible for these matters, to arrive so they could listen together. It seemed Zhang Qing was also hiding away.
"Everyone," Lin Xiao said firmly, "this back-and-forth isn’t going to solve anything. Why don’t you each take turns speaking? I’ll be in this office doing nothing but addressing your payment issues."
"Really?" The business owners were skeptical; they had already heard from the accounting department that the town's finances were tight.
"What I say isn’t important right now; what matters is how we can resolve these issues," Lin Xiao stated with conviction. "Lu Section Chief, please have one business owner stay behind while the others wait in the conference room. Make sure tea and refreshments are ready."
Some hesitated but couldn’t think of a better plan.
The first to stay behind was Boss Li from Cui Ping Nan Yuan. A burly man from the north, he followed Lin Xiao into the office. Once inside and seeing no one else around, he suddenly knelt down.
"Boss Li, what are you doing?" Lin Xiao exclaimed in confusion as she pulled him up. "What will people think if they see you like this?"
Boss Li stood up awkwardly. "Sister, you don’t understand how difficult things are for me."
Boss Li was a typical entrepreneur who had moved his family to Yurou County for a better life. One day while drinking with friends, he heard that Gengxu Town was planning to build relocation housing. Large developers looked down on the relocation housing in this mountain valley.
An idea sparked in Boss Li’s mind; he calculated that it could be profitable and decided to invest.
If the government disburses funds on time, it can indeed be profitable, but it's a tough pill to swallow and money is hard to earn. Over the past two years, during every holiday season, they come asking for more, and they still owe him ten thousand.
Lin Xiao glanced at his phone; this guy had been rambling for half an hour, and Zhang Qing, who was in charge of the matter, still hadn't arrived, nor had Lu Shijun shown up.
"Zhang Town Head, this is Lin Xiao. No matter where you are right now, get to the town government immediately."
"Lu Section Chief, please have the accounting department calculate how much money can be moved from the town's accounts." Lin Xiao sent another text to Lu Shijun.
He then listened to Boss Li drone on for another half hour.
Zhang Qing pretended to jog over. "Lin Town Head, I was out in the countryside."
Boss Li said he needed ten thousand from the town; "Just give me a brief rundown."
"Boss Li, how can you even ask for money? The quality of the houses you built has issues; don't you know that yourself?" Zhang Qing scolded him in a thick dialect, berating Boss Li just like Li Hongxin would.
"Enough of this! You guys always pull this stunt. I'm done playing your games!" Boss Li's temper flared faster than flipping a page in a book; the once gentle giant transformed into a raging dragon, grabbing Zhang Qing by the collar.
"Li Hui, what are you doing? Let him go!" Lin Xiao shouted. "If you beat him up badly, you won't get that ten thousand either."
Boss Li's penchant for vengeance kicked in again. "I don't care; I can just spend a couple more days at the police station."
One must admit that Zhang Qing was a selfless man. During the Spring Festival, he had angered Li Hui and ended up getting beaten up, resulting in less land compensation being paid out. Li Hui spent two days in administrative detention.
