Recently, many media outlets, including central news agencies, reported an incident that occurred in Nanhe Province, Yang'an City: Ms. Wang's nearly 80-year-old mother was bitten by two large dogs while taking a stroll in her community. The dog's owner was present at the scene but refused to take responsibility. The local television station aired nine segments on the issue, only to face various evasive tactics from the dog owner.

The Yang'an City Market Supervision Comprehensive Administrative Law Enforcement Team declined to comment to reporters, while a representative from the Urban Management Enforcement Bureau claimed that the dog had been registered and that the materials provided by the owner indicated that the giant poodle was a psychological support animal.
Despite multiple reports and appeals yielding no results, a reporter tearfully expressed to Ms. Wang, "I really don’t know how to face this situation. I feel so guilty. Thirdly, who arranged for those individuals who stalked and surrounded reporters and victims while carrying stun guns and batons? Who are they?"
If it involves law enforcement personnel, has there been an abuse of power? If it involves civilians, is there any connection to organized crime?
In conclusion, I want to emphasize that the discovery of any issue serves as a test of the governing abilities of those in charge. Whether in personal conduct or in official capacity, one must maintain a sense of reverence and uphold boundaries.
The authorities in Yang'an City have made a grave misstep in this incident, damaging their public image and undermining the credibility of the relevant departments. Time may help people forget, but certain realizations will take root in the hearts of the public, whether deeply or superficially.
