The spring breeze brushed over the East Sea, sunlight danced across the surface, cascading down onto the deep-sea palace and refracting into dazzling brilliance. Ever since the purification of the Sea Goddess, the Sea Stabilizing Needle had returned to the Dragon Tribe, restoring tranquility to the East Sea. However, within the Dragon Palace, unrest brewed.
Ao Bing stood at the center of the Council Hall, facing the Dragon Elders seated in a circular arrangement, his expression serious. It had been a month since he had regained his health, and today marked the day he would officially accept the Dragon Prince's scepter—also the day he would present his reform proposals.
"Elders, my father," Ao Bing's voice was clear and resolute, no longer that of a timid prince. "The incident with the Sea Goddess has sounded an alarm for us. Although the Dragon Tribe has a long history and immense power, our system has revealed many flaws in facing the challenges of this new era."
At the highest seat, Ao Long Wang nodded slightly, his gaze encouraging Ao Bing to continue. The other elders displayed varied expressions—some were in agreement, others hesitated, while a few showed clear discontent.

An elderly elder with a white beard stood up with a cane, interrupting him with dissatisfaction. "Your Highness, are you blaming the council for its decision-making errors?"

Whispers began to ripple through the council chamber as discussions arose. Ao Bing remained unhurried; he knew this was just the beginning—the real challenge lay ahead.
He clapped his hands to regain attention. "Everyone, please let me finish. As the heir of the Dragon Tribe, I propose the following reform measures:
First, abolish term limits for elders and replace them with fixed terms to ensure fresh blood continuously enters decision-making;

This series of proposals immediately stirred up a storm among the council members. Conservative elders rose in strong opposition:
