The Mars Civil War has ended, and the Mars United Government is actively preparing for the First United Government Conference.
The First United Government Conference took into account the characteristics and populations of various ethnic groups, inviting leaders from over a hundred ethnicities on Mars to participate.
The conference was officiated by Kairuoka, the leader of the Kairo Tribe. Fair Connie delivered a report on the unity of Mars Ethnicity at the conference and was duly elected as the Chairman of the Mars United Government. Kairuoka became the Prime Minister, with Falkon Xiong as the Deputy Prime Minister. Kai Ruo Yunpeng was appointed as the Mars United Government Supreme Commander, and Kairuot was named the Mars Base Marshal. The marshals of the eight Combined Arms Groups were appointed based on merit: the marshals of the first and second Combined Arms Groups were Kairo Zhitong and Kairuo Mingxiang from the Kairo Tribe, respectively; the marshal of the Third Army Group was Rocheo from the Rochester Clan; the marshal of the Fourth Army Group was Belri from the Bel Tribe; and the marshal of the Fifth Army Group was Fei Mu from the Fair Tribe. The marshals of the sixth, seventh, and eighth Combined Arms Groups were Kanolin, Blount, and Rojones, respectively.
During the conference, Prime Minister Kairuoka nominated ministers for various departments within the Mars United Government and proposed plans for Mars' development. Both Feilbolai and Kailong were elected as ordinary members of the United Government. It was unexpected for Feilbolai to become a member, as he was not treated as a prisoner of war; given his contributions during his defection, he was arranged a position as a member. However, Kailong felt somewhat uncomfortable with this nominal position, thinking it would be better to return to being in charge of his own Ghost Star Mountain Base, where he had more power.
At the conference of the Mars United Government, a joint declaration was signed, establishing a program for the United Government. The most significant achievement was abolishing centuries-old borders between ethnic groups on Mars and laws prohibiting intermarriage among them. From this point on, a unified Martian society began to take shape. Following this conference, the parliament of the Mars United Government will draft a series of laws and regulations to promote greater unity and integration among Martian ethnic groups, allowing society to develop in a more orderly manner.
The results achieved during half a month of meetings at the Mars United Government were substantial. Given time, a unified Martian society will form, leading to immeasurable rapid development on Mars.
After the conference concluded, Kairuoka did not rush back to the Kairo Mansion, but instead went to the office of the Chairman of the Mars United Government.
Upon seeing him, Fair Connie was somewhat surprised and asked, "What brings you here?"
"Am I not welcome?"
"You are welcome; it's normal for the Prime Minister to visit the office of the Chairman," replied Fair Connie seriously.
After her secretary brought tea to Kairuoka and left the office, he stepped forward and embraced her tightly, leaving her unable to escape. She helplessly said, "We're both getting older; it wouldn't look good if someone saw us like this."
Kairuoka said, "What is there to fear? Now that Mars is united, there are no racial barriers. The goal we have fought for a century has finally been achieved."
Fei Er Connie shook her head and pushed away Kairuoka, saying, "The road to our national unity is still long. Some ethnic groups may appear to agree on the surface, but in their hearts, they are calculating their own interests. It is impossible to cure the ailments accumulated over thousands of years in a short time. Therefore, it is better for our relationship to remain unknown; this will benefit our future work."
The expectation in Kairuoka's eyes made Fei Er Connie feel a bit reluctant. She gently returned a kiss to Kairuoka and softly said to him, "I understand your reluctance, but for the sake of our cause, we must do this."
"If it weren't for the unification of Mars, I would really want to take you back to Earth and live a carefree life," he replied.
"Is that really who you are?" Fei Er Connie asked. "Others may not understand you, but do I not know you? You would continue to stir things up even on Earth; who knows, you might create another Kairo Nation."
"To be honest, I really miss those days we spent on Earth," Kairuoka sighed. "Alas, we were born at the wrong time; it took us over a hundred years just to break down a racial barrier."
Fei Er Connie reminded him, "We have not yet reached complete success. Some leaders at this conference still haven't come around; they reluctantly accept the proposals and programs of the United Government. Some are dissatisfied with the distribution of positions within the United Government, which we need to pay attention to."
Kairuoka said, "As for those small tribes, they are just opportunists. As long as our Kairo Tribe is here, they won't be able to make any big waves."
"Your Kairo Tribe is not very stable either. I still hold my opinion about your recent Marshal appointment," Fei Er Connie reminded him. "That Kairuo Mingxiang was placed in a key position within the Kairo Tribe just to accommodate your brother Kailong. It was a mistake, and giving him a Marshal position this time was even less wise. What worries me most is that you actually stationed the Second Army Group near the Leader's Residence. You need to be wary of your brother; you know his ambitions."
Kairuoka dismissively said, "My brother wouldn't dare have any improper thoughts about me."
"One must always be cautious," Fei Er Connie said. "The first thing you should do when you return is to reassign the Second Army Group and strengthen your control over it. The First Army Group should be stationed near you; that way, you'll be much safer."
Kairuoka nodded in agreement.
At this time, Kairuot and Xiaoli entered the Chairman's Office. Fair Connie hurriedly invited them to sit on the sofa in the office reception area and asked, "What brings you here?"
"There’s nothing much, just that our military's weaponry is lacking a bit, and we hope the United Government can provide us with some support in the future."
Fei Er Connie agreed, saying, "Your unit mainly consists of soldiers from Dragonfall Lodge, along with soldiers from several other Capricornian bases. After that, you combined them with soldiers from a few smaller tribes to form a Combined Arms Group. It’s indeed a challenge for you to lead them."
"It's not difficult; I know many of the non-commissioned officers, so leading them isn't a problem. It's just that this army's combat capability is too weak."
Fei Er Connie informed her, "Your unit is primarily tasked with protecting your own territory. When you encounter strong enemies, the United Government's forces will come to support you."
At this point, Kairuot interjected, "I want to unite our base's troops with the Fourth Army Group to form an Outer Space Force that can patrol between space, Mars, and Earth."
"I can consider your proposal, but it won't be a union with the Fourth Army Group," Fei Er Connie expressed her agreement with Kairuot's suggestion. "Because the Fourth Army Group is too weak in external combat."
Seeing that he couldn't interject further, Kairuoka asked his son Kairuot if he would return to Kairo Mansion with him. Kairuot had many matters to attend to at Mars Base and could not go back with his father, so he had no choice but to take his leave and return home. This left Kairuot and Xiaoli to continue their conversation with Fei Er Connie.
