Gather evidence and hand it over to me, and I'll contact the Shanzhou Discipline Inspection Commission and the prosecutor's office," Shen Zhiyu advised.
"Okay. With winter break approaching, don’t forget you promised Ding Weiwei that we would go to Yanjing together during the break for some fun."
"Don't worry; I won't forget. If you need any help during the investigation process, feel free to reach out. By the way, Liu Gang mentioned you yesterday; you can also ask him for assistance," Shen Zhiyu said before hanging up.
Next, Zhang Yang contacted Liu Gang. Liu Gang readily agreed, saying, "Thanks to you for the last Erhu incident; your matters are my matters."
"Time is of the essence. I didn't have enough at dinner today; how about we meet up for some drinks and skewers and chat?" Zhang Yang suggested.
Liu Gang happily agreed.
Although Liu Gang referred to himself as a driver, he was actually an experienced investigator at Heavenly Mechanism Group. Shen Zhiyu trusted him greatly. Due to his excellent driving skills and physical abilities, he often took on driving duties during special operations requiring a vehicle; hence he called himself the only driver—he was indeed the only investigator among drivers and the only driver among investigators.

"The second method is exploiting time differences. Developers who prepared in advance would have already submitted their deposits."
"The third method involves collusion in bidding. It may seem like several companies are competing in the auction, but only one is actually prepared; the others are merely there as accomplices and do not raise their paddles. The developer who wins pays the remaining participants a fee known as 'bidding accompaniment fee.'"
While skewering skewers, Liu Gang spoke authoritatively, "People like Xiao Hansheng, who are unscrupulous businessmen, bribe local government officials and manipulate the process to acquire land. This is definitely possible. Unscrupulous businessmen and corrupt officials profit greatly while the country suffers!"

Upon hearing this, Zhang Yang immediately perked up and provided Liu Gang with specific details about the land situation in Shan City Shanhuzone before asking, "What do you think is the most likely way this was operated?"
"This piece of land in Shan City Shanhuzone has connections between Xiao Hansheng and District Committee Secretary Zhao Kuan. The man appeared to be around 40 years old, dressed in a dark blue suit, slicked-back hair, a large forehead, and wearing gold-rimmed glasses, giving off an air of authority.
Liu Gang took out a photo and handed it to Zhang Yang: "This is Tang Yi, the director of the Shan City Shanhuzone Land Bureau."
