Yang Chen walked back and forth with his arm linked, and if someone unfamiliar with the two saw them, they might think that Yang Chen was the decision-making county chief, while Tai Man was the beautiful secretary seeking advice.
"That's still not acceptable," Yang Chen rejected Tai Man's suggestion.
With two names dismissed, Tai Man felt a bit angry. "Then give me a name you think would work; let's see what good name you can come up with."
Yang Chen stopped, closed his eyes in thought for a moment, and suddenly snapped his fingers. "Got it! Let's call it Minhua Chicken!"
Tai Man had expected Yang Chen to come up with a groundbreaking brand name, but in the end, he just added the village name at the front.
Seeing Tai Man's disdain, Yang Chen explained, "Don't underestimate the simplicity of the name; it's actually the most suitable."
"First of all, selling products nowadays isn't just about having good quality; you also need to tell a story. A good product combined with a good story makes it more relatable and memorable. Minhua Chicken can tell many stories based on the development history of Minhua Village."
"Secondly, the name Minhua Chicken completely binds the chicken to Minhua, making it irreplaceable."
"Other regions might also raise high-quality chickens, but no matter how good they are, they can't compare to the chickens raised in Minhua Village; only those are called Minhua Chicken. Once we establish this brand, others won't be able to replicate it."
"Yang Chen, I really didn't expect that! You're wasting your talent working in a government office; if you went into business, you'd definitely achieve something great." Tai Man gave him a thumbs-up and looked at him with newfound respect.
Yang Chen lamented, "That's right. If my mother hadn't insisted I take the civil service exam, I should be the richest person in Hualin by now!"
"You get flattered and start boasting," Tai Man rolled her eyes at him and returned to the topic. "We haven't even gotten started yet; is it too optimistic to be discussing names?"
"We're only taking on a piece of forest land for raising chickens; it won't cause much damage to the vegetation. The urban area can decide; it shouldn't be a big problem," Yang Chen remained relatively optimistic.
However, Tai Man wasn't as hopeful as Yang Chen. "Anping District was one of the most severely deforested areas in the province last century, so large-scale logging rights have always been held by provincial authorities; the urban area doesn't have final decision-making power."
"Even though we're just contracting and not logging, I'm worried that the urban area won't dare take on that responsibility!"
"And even if the urban area agrees, that's just the first step. Who will take on the contract? Will we need to bring in funding from across the entire county or even city?"
Yang Chen wasn't sure if the urban area would dare take responsibility, but he had already considered the contracting issue clearly and said resolutely, "I want to secure the contracting rights!"
His dream of raising chickens had been interrupted by his mother but not extinguished. Now that an opportunity had arisen, he naturally wanted to give it a try.
Tai Man widened her eyes, feeling a pang of jealousy. "You want to resign? You need to think this through."
"You’re young and already have a position as a department head in a government office with limitless prospects. But if you resign to go into business, you might end up with nothing."
"Are you reluctant to let me go?"
"Ahem... cough cough..."
Tai Man coughed a few times from being choked up and pretended to be indifferent as she said, "I’d rather you resign so I can get a full-time secretary who won’t dare oppose me and will listen to everything I say."
"I guess that would disappoint the leadership; I won't resign. If I resign and go home to raise chickens, my mom would probably chase after me for two miles and break my legs," Yang Chen said. Tai Man felt a strange sense of joy upon hearing Yang Chen's words, but she didn't show it. Instead, she replied, "But if you don't resign, you can't engage in profit-making activities or run a business. You wouldn't be unaware of this, would you?"
"Of course I know, so I won't directly participate in the management; I'll let my mother handle it," Yang Chen prepared to have his mother take charge.
Tai Man expressed her concern, "Do you really think your mother can take on such a big responsibility?"
"No."
Tai Man was about to explode with anger and raised her voice, "I strongly recommended the forest farming project at the meeting not just to fulfill your wish. Are you joking with me here?"
"Please don't be angry, leader. Although my mother may not be capable, there's still me and you," Yang Chen continued. "Our county government can provide support. While I can't participate in management, I can represent the government to offer assistance. This wouldn't violate any policies, right?"
After listening to Yang Chen's explanation, Tai Man calmed down a bit and nodded, "While it doesn't violate policies, what you're doing is skirting the rules and taking advantage of loopholes."
"Leader, I just want to truly develop the Minhua Chicken brand. Of course, once the project is established, we can seek investment first. If anyone is willing to invest, I have no objections."
While Tai Man and Yang Chen were filled with hope, bad news came from the urban area. Other departments had already agreed to the forest contract without any objections; as long as the City Forestry Bureau approved it, they would all sign off.
However, the forest farming project hit a wall at the City Forestry Bureau, which refused to approve the forest contract.
After hearing the report from County Forestry Bureau Director Tan Mucai, Tai Man angrily asked, "Why does the urban area disagree? Didn't you explain our project plan clearly? We won't cause any damage to the timber."
They were raising poultry, not cattle or sheep; any damage to the timber would be negligible.
"County Chief, I've worn my mouth out trying to explain this; I haven't even seen Deputy Mayor Kuang," Tan Mucai said. Deputy Mayor Kuang was Kong Zhaohua, who also served as the director of the Forestry Bureau.
In the last century, mining and forestry were the two pillar industries of Anping District; thus, the director of the City Forestry Bureau has always been held by a deputy mayor.
Although forestry economics have declined due to policy changes, the tradition of having a deputy mayor serve as forestry bureau director has not changed.
"Then you stay in the urban area until you meet Deputy Mayor Kuang. Make sure to explain our project plan clearly and thoroughly."
As soon as Tai Man hung up the phone, Yang Chen walked in and asked, "The urban area disagrees?"
"Other departments have no objections; it's stuck at the forestry department. But this was expected. Let Director Tan stay in the urban area for a few more days and see if there’s any progress."
The progress of contracting forests for livestock development was not smooth; however, there was some advancement with the Black Sand Cave tourism development project.
Tourism Bureau Director Lu Wendong used personal connections to reach out to a well-known tourism development company in the province. The manager responsible for project development agreed to bring a team to Black Sand Cave to assess its development potential.
When the assessment team arrived, Tai Man personally welcomed them and took them to Black Sand Cave in Heisha Township for an on-site inspection in hopes of securing this project.
