The bright moon hung high in the sky, and a gentle breeze blew.
Without warning, a terrifying explosion occurred in Sanpan City. It was like a volcanic eruption; the city, already illuminated by neon lights, was engulfed in flames, and the sound of police sirens echoed through the streets.
Captain Tao of the Sanpan City Police Force paced back and forth in the conference room, where officials at or above the department level sat on either side of the table. Their expressions were grim; after all, this incident happened in Sanpan City, and if higher-ups got wind of it, they would undoubtedly be questioned about their failure to manage the situation.
"Captain Hong, it's clear that tonight's incident was caused by terrorists. Just look at their methods—an R-23 bomb. As far as I know, this is the latest bomb from D Country. Even if our country wanted to procure it, D Country wouldn't sell it to us. Yet they have it... This gang is not simple!" Vice Captain Liao Qiurong sighed.
Tao continued to pace. After considering Liao Qiurong's words for a moment, he stopped and placed his hands on the table, looking at his colleagues on either side.
"This incident has serious implications. The higher-ups have already received news and issued orders. We must investigate the ins and outs of this matter thoroughly and eliminate this social menace!" he said sternly.

To prevent the citizens of Sanpan City from feeling disheartened, you must quickly apprehend this group of criminals."
"Mayor Li is right; we owe an apology to the vast number of taxpayers. Tonight's incident proves that our security efforts are insufficient. If you give me some tasks, I will do my utmost. If I fail to solve the case, I am willing to accept a demotion," Tao said solemnly.
Tao felt quite helpless about what happened tonight. The perpetrators were very skilled in their methods, leaving no trace behind. The places where the bombs were planted had surveillance cameras, yet none captured the appearance of the suspects.

"I hope you can contact the mayor of Nanhua City and inform him about what happened in Sanpan City so that he can also initiate an investigation into the Little Green Society. After all, this incident has escalated beyond just Sanpan City; it is one of the most serious terrorist activities in Chinese history," Tao said in a pleading tone.
"No problem, Mayor Fu of Nanhua City is an old classmate of mine. I'm sure he will do his best to help us," Li Hui nodded and said. "Captain Hong, I hope you can also investigate the Hong Gang situation. Regardless of the outcome, they bear some responsibility, and I want you to see if we can take this opportunity to crack down on them."
