Senior Agents and Billionaires all operate with Alabasta as their center.

Are they leaving?
Xiaqiu immediately followed, keeping his distance, noticing that the Sea Vessel was moving further away from Whiskey Hill Town and heading in the direction away from Reverse Mountain.
Indeed, they are leaving.
He followed them towards Alabasta.
Then, just before reaching Alabasta, he would take them out.
