The orders he issued revolved around two words:
Fairness!
Competition!
Fairness and competition instilled hope in the hearts of the people within the Demon Realm, quietly earning their respect for Wei Chen, this inexplicably appearing deity.
The belief that comes from genuine conviction is different from forced acceptance; the resulting Power of Belief is on an entirely different scale.
Wei Chen also wished for the Black Magic Clan to rule the Demon Race forever, but in reality, if that were to happen, the rest of the people would not be convinced, leading to a significantly diminished Power of Belief. Moreover, he did not want the Demon Realm to lose its competitive spirit. Once the Dark Mage could no longer withstand the natural order and perished, who would become the next Demon Emperor?
Without competition, there would be no motivation, and the strength of the Demon Realm would stagnate—something Wei Chen did not want to see.
In fact, when leaving the Sea God Palace, Wei Chen had already contemplated this matter. After much thought, he concluded that a competitive mechanism was preferable.
Wei Chen continued, “In the future, let my grandfather, the Dark Mage, serve as the Demon Emperor, and Ji Dingxuan as the Chancellor. The Chancellor will have the right to inherit the title of Demon Emperor. The position of Chancellor is prepared for the future Demon Emperor. Anyone can challenge the Chancellor; if they win fairly, they can become the new Chancellor. Once they attain that position, they can challenge the Demon Emperor. If they win, they will become the Demon Emperor of the entire Demon Race.”
“From now on, those who reach Demon Emperor strength will no longer be called Demon Emperors. According to the strict classification of Warrior Realms in our realm, they should be referred to as Martial Emperors. A Martial Emperor symbolizes strength, while a Demon Emperor symbolizes power.”
“I will never show favoritism; only the strongest will hold the title of Demon Emperor, which aligns with the most fundamental principles of our realm.”
“I also hope everyone maintains a competitive spirit. Once you reach Martial Emperor Realm, you can begin competing for the positions of Chancellor and Demon Emperor. The entire Demon Race will support the strongest among us. Those who ascend to the position of Demon Emperor must benefit all rather than promote personal interests.”
“A good competitive mechanism will ensure our Demon Race thrives for a long time.”
When the Dark Mage and Ji Dingxuan heard Wei Chen's words, they may have initially felt discontented. However, upon reflection, they realized that if it were not for the strongest taking up such high positions, who could truly earn respect? They were all genuine powerhouses capable of facing challenges without fear. Wei Chen understood that currently, the title of Demon Emperor belonged to the Dark Mage while in the future it would belong to Ji Dingxuan; after all, there were hardly any individuals stronger than them in the entire Demon Realm.
Even if there were any, they would be those reclusive Senior Liu, who would not emerge from their seclusion unless the survival of the Demon Realm was at stake.
The orders from Wei Chen were wholeheartedly supported by the Dark Mage and Ji Dingxuan, among others.
Especially by the Dark Mage.
He understood that Wei Chen's commands were beneficial for the entire Demon Realm, and he held no resentment whatsoever.
After all, the entire Demon Realm belonged to Wei Chen; he was the god of the Demon Realm, and the bloodline of the Dark Magic Family would forever be the only divine lineage in the realm.
As one of the last two members of the Dark Magic Family, the Dark Mage had lost the ability to bear offspring, and all future hope rested on Wei Chen.
Thus, there was not a shred of opposition in the Dark Mage's heart regarding Wei Chen's orders. Ji Dingxuan also felt no dissent; he had initially thought that the Black Magic Clan would inherit the position of Demon Emperor for generations, but Wei Chen had given him an opportunity. Once the Dark Mage passed away or voluntarily stepped down, the position of Demon Emperor would be his. What was there to be dissatisfied about?
There was also a competitor, Jiang Lingjian, who had already been completely eliminated…
“Next, under my grandfather and Ji Dingxuan's leadership, we will implement a major restructuring across the entire Demon Realm. The previous Three Great Clans will be disbanded and relocated. There shall be no more divisions or factional powers within the Demon Realm. We will disperse and prevent potential issues. It won't take long before you all get used to it.”
“And your relatively smaller groups will also need to mix with the Three Great Clans and integrate with each other to progress.”
“For the next year, we will redefine residential areas and reorganize City-States. The three major cities will be classified as top-tier cities where only those with significant strength and their family members can reside. The next tier of City-States will accommodate those with lesser strength. This matter will be left for my grandfather, the Dark Mage, and my uncle Ji Dingxuan to handle.”
“There is no need for complaints or discouragement; opportunities are equal. As long as one possesses sufficient strength, they can relocate to live in a major city and enjoy better cultivation resources. With effort, wishes will eventually come true. In our Demon Realm, there are steps to follow and laws to abide by.”
“In summary, respect is given to the strong. If one is powerful enough, everything is favorable; if not strong enough, one can only cultivate diligently.”
"But with my next command, even the Demon Emperor cannot kill indiscriminately. No one, regardless of their strength or status, should oppress the weak. Everyone has the right to exist in the Demon Realm, and those who recklessly take lives must be severely punished."
This command was the result of Wei Chen's careful consideration. Although it would turn the brutal elimination system into a "fair" system where everyone could survive, which might dampen the enthusiasm of the people in the Demon Realm to some extent, the benefit of such an approach was that it would ensure a stable supply.
Some would farm, some would mine, and some would serve as soldiers; everyone had their roles to play, and as long as they worked hard, they could live well.
Wei Chen's thoughts were somewhat naive; anyone else would find it impossible to issue such a command, as it would merely be empty words.
However, due to Wei Chen's strength and divine status, his commands could not be altered, and everyone would willingly obey from their hearts.
Once a positive cycle was established, the Power of Belief that Wei Chen could gain would increase significantly.
"Within the demon race, fighting is encouraged, but only in the Arena. If anyone engages in killing outside of the Arena, it will be considered a violation of demon law and will be severely punished!"
"In the future, we will stand united against external threats. Those who wish to achieve great deeds should enlist in the military. While there will be no wars within the Demon Realm, countless hard battles await you outside."
Wei Chen paused for a moment before continuing, "As for the Sea Tribe, it shall be unified. There will no longer be distinctions among the four seas. The South Sea Sea Emperor will serve as the ruler of the Sea Tribe, while the other three Sea Emperors will assist Nan Feng. If anyone can openly defeat Nan Feng, they may contest for the title of Sea Emperor; I will not interfere."
"The Sea Tribe Army will merge and reorganize. From now on, the demon race and the Sea Tribe will be like brothers—advancing and retreating together without distinction."
"The Sea Tribe's recurring food shortage crisis every eleven years will be addressed by supplies from the demon race. In return, the Sea Tribe must provide certain goods to the demon race through a barter system."
"Internal affairs within the Sea Tribe will be similar to those of the demon race: regular construction and laws will be established, and internal strife that leads to depletion is strictly prohibited."
Wei Chen was not only intent on interfering with human governance; he would not let go of matters concerning the Sea Tribe either.
To accomplish the grand plan in his heart, he needed the cooperation of the Human Race and the Sea Tribe—more strength meant more assurance.
"The headquarters of the Demon Race will be established at the Black Magic Palace, which will henceforth be renamed the Demon Palace."
"The rest of the matters can be discussed among yourselves; I won't interfere too much."
"I hope everyone in the Demon Realm will strive to cultivate and fight for the development and glory of our realm!"
With that, Wei Chen said no more. He landed on the ground and briefed the Dark Mage and Ji Dingxuan on some follow-up matters before walking away on his own.
He did not take Lian Yanqi and Ji Min with him.
He needed to focus entirely on absorbing the Power of Belief; how could he afford to be distracted by women?
Before leaving, the Dark Mage tentatively asked, "Child... what do you plan to do next?"
"Grandfather, you all organize the troops. The next step is to conquer the Nine Immortal Realm!"
"When will you return after you leave?"
"At least five years, at most ten years."
...
Wei Chen bid farewell to everyone and disappeared with a sense of ease.
Dark Mage and Ji Dingxuan, along with others, understood Wei Chen's direction and thus had a target, preventing them from falling into chaos. In such a vast demonic realm, it was impossible to unify without some pressure. If they could not engage in internal conflict, then they would have to fight externally.
In fact, everyone was prepared. Dark Mage and Ji Dingxuan had also guessed that if there were no battles within the demonic realm, they would have to confront the Nine Immortal Realm.
From Wei Chen's words, they learned something crucial.
The war against the Nine Immortal Realm was no longer a meaningless war of attrition; it was an assault!
Wei Chen used the term "capture" rather than "attack." Although the difference was just one word, the meanings were vastly different.
After Wei Chen left, Dark Mage and Ji Dingxuan exchanged glances, momentarily at a loss for words.
"Dark Mage, you have a remarkable grandson!" Ji Dingxuan said enviously as he looked at Dark Mage.
He deeply understood that Wei Chen had become a god within the demonic realm, showcasing such powerful abilities. From now on, regardless of who became the Demon Emperor, it would all be the same for the Dark Magic Family.
After all, the leader was Wei Chen; everything revolved around him.
"I don't know how it happened either. That boy repeatedly creates miracles; this time, it truly is a miracle," Dark Mage replied.
He looked up at Wei Chen's Phantom high in the sky and felt an overwhelming urge to worship him.
He dared not look too closely; if he did, his knees would weaken involuntarily. Even though that was his own grandson, his only descendant, it felt no different.
Dark Mage felt this way, and so did the others.
Wei Chen was able to draw upon an endless stream of the Power of Belief. He sat cross-legged in the high skies, hundreds of thousands of miles above, completely enveloped by the Phantom, not letting a single trace of the Power of Belief escape him.
After absorbing the Heart of the God, the divine cultivation method entered Wei Chen's Sea of Consciousness. Essentially, it was a different system of power; gods absorbed the Power of Belief and transformed it into Divine Power, a system far more powerful than those in other worlds. As for the specific cultivation methods, there wasn't much difference.
Wei Chen gradually mastered this cultivation method, and his rate of absorbing and refining the Power of Belief was steadily increasing.
Practice makes perfect; this is a truth. In the beginning, progress was slow, but it couldn't remain that way forever. As he gradually gained mastery, Wei Chen realized that the divine cultivation method was not so extraordinary after all.
In the Demon Realm, things were far from as calm as they were for Wei Chen.
His words spread to every corner of the Demon Realm.
Everyone heard his voice clearly. Each word was deeply etched into their Sea of Consciousness.
Within the Red Demon Tribe, the Demon Lotus Emperor listened to Wei Chen's words with a bitter smile on his face.
In comparison, Wei Chen's Divine Power had the greatest influence on the Demon Lotus Emperor. Yet, when everyone else knelt down, he too followed suit. It was a gesture of respect for Wei Chen's ascension to godhood, not out of fear.
The Demon Lotus Emperor felt no fear towards Wei Chen.
After all, much of what Wei Chen had achieved now was granted to him by the Demon Lotus Emperor.
