Even if they encounter someone from the Imperial Capital at Brass Upper Level, they might still win. But that's only a small possibility; if a Brass Lower Level individual faces off against a Brass Upper Level one, they are essentially doomed to be beaten since their opponent's strength is evident. No matter how skilled you are in technique, if you cannot evade or defend against it—a single finger can crush you—then technique becomes meaningless.
Thus, instances of defeating opponents of higher tiers are rare unless you’re someone like Wang Chao who dared to challenge Zhang Fusheng when he was still at Silver level.
