Generally speaking, unless they had absolute certainty, High-Level Combat Power Zombies rarely initiated actions. After all, once exposed, they risked relentless pursuit.
While space-based Base Laser Weapons were still not fully developed, if a ruthless extermination was warranted, even those High-Level Zombies would find it hard to escape death!

There were seven seats on the stage, with Nefel's position in the center. The seat to his left was still empty, which made him somewhat displeased. That was Lin Yi's seat, and with less than five minutes until the meeting began, he had yet to arrive.
To Nefel's right sat the Chairman, an elderly man in his eighties who was currently squinting his eyes, seemingly asleep. The remaining four seats were occupied by members of the City Defense Force, who were the real power players.
Suddenly, a violent sound echoed through the air. Nefel looked up to see two figures, one black and one red, rapidly descending towards the Chairman's platform.
The warning system blared loudly just as Nefel prepared to retreat. The old Vice Chairman beside him patted his shoulder and said, "It's our people."
At that moment, Nefel recognized that the newcomers were Lin Yi and Li Qiweng, and the alarm system ceased its warning.
Lin Yi swayed slightly and quickly approached the Chairman's platform. He nodded apologetically to everyone and said, "Sorry everyone, I hope I'm not late!"
Nefel twitched at the corner of his eye and glanced at a clock hanging nearby; there was still a minute left until eight o'clock. Lin Yi wasn't actually late.
"Just in time! Let's start the meeting!" Nefel gestured for Lin Yi to take a seat while he adjusted the microphone.
The officials and soldiers below immediately sat up straight, placing their hands on their thighs, their sharp eyes fixed intently on the Chairman's platform.
"Since the battle at the Nile River, more than half a month has passed. During this time, thanks to everyone's efforts, all Zombies in the Nile River Segment have been completely eradicated. Our first phase of the mission has been successfully completed!
