Zheng Yu smiled upon hearing this, showing no surprise, including my appointment of him as the South District Boss.
In fact, whether Zheng Yu was promoted or not made no difference to me; he had always been my most capable assistant. However, there was a distinction in the eyes of others—being a regional boss would certainly make things easier than being a hall master.

"Good, then."
Zheng Yu nodded in agreement. I then told him that we needed to be cautious in our actions lately; now that the subordinates of the Enforcement Hall were all from Qing Gang, we were under scrutiny. If they gathered any evidence, they could act against us at any time.
Zheng Yu couldn't help but grimace; this situation was indeed troublesome. Unlike others who could conduct their business openly, we had many dealings that couldn’t see the light of day, so we needed to be extra careful moving forward.
After finishing my conversation with Zheng Yu, I returned to the small house where Linna and I stayed. The last time I visited was three days ago when I discovered that Linna still came back to reminisce about me. Soon after, Fang Ying sought me out again. "Cao Hui is dead at Jinshan Jiao," she said, looking troubled. "The new leader of Jinshan Jiao seems difficult to deal with."
Fang Ying's expression was one of concern. With Qing Gang's ambitions to dominate the Huaxia Underworld, they would need substantial financial resources. Thus, Qing Gang was heavily focused on drug trafficking, assigning all the dirty work to Tian Ye Gang.
Although Tian Ye Gang was currently under Qing Gang's control, this was merely a term used in the underworld; legally, the two organizations had no ties. Therefore, if Tian Ye Gang encountered any issues, Qing Gang would quickly distance itself from them and shift blame. Hence, all illicit activities were left for Tian Ye Gang to handle.
I understood why Fang Ying had come to me; I had confidently assured her that if Cao Hui failed, I would send someone else who would succeed.
"Yes, Master Fang Zhu," I replied. "I feel that we need to understand our enemy's psychology in negotiations. If Cao Hui goes in with gifts of gold and silver, it might not be what the new leader of Jinshan Jiao needs."
I smiled as I spoke, and Fang Ying responded with an "oh" before asking me what I meant. "Do you have an idea of what the new leader of Jinshan Jiao might require?"
"Well, I remember that last time Tam's son fell into Qing Gang's hands—wasn't his name Bill?" I looked at Fang Ying with a grin.
What I needed was merely an excuse. If I asked for a large sum of money, Qing Gang would lose interest in making profits and might not act. Instead, acquiring Bill could resolve some real issues.
"Are you suggesting we use Bill as a gift for the new leader of Jinshan Jiao? That makes sense," Fang Ying nodded thoughtfully.
"Exactly," I continued. "Tam has held power in Jinshan Jiao for many years. The new leader has just taken over and isn't firmly established yet; there are bound to be some old followers of Tam who are dissatisfied. If Tam's two sons seek revenge for their father and return to Jinshan Jiao, they could create significant trouble for the new leader."
I reasoned further; this was indeed the case. After Molly took charge at Jinshan Jiao, she dealt a heavy blow to local powers. While Molly was known for her integrity, those in power often thrived on corruption! This created instability among the factions.
Moreover, Tam still had two sons outside who were rumored not to be good people. They might not seek revenge for their father but could resent Molly for seizing Tam's assets! This would make it impossible for them to continue living their previous carefree lives.
Could these two sons accept such a grudge? They would inevitably sneak back into Jinshan Jiao to cause trouble for Molly. When that time came, those who suffered losses due to Molly's rise would surely rally behind them.
"But if it's as easy as you say," Fang Ying interjected, "wouldn't rebellion become simple? Shouldn't we find Tam's sons and support one of them as a puppet instead?"
I considered her suggestion carefully; it could indeed be a viable plan.
Fang Ying looked at me inquiringly after hearing my words, and I couldn't help but smile. Rebellion was not an easy task. Although the new leader of Jinshan Jiao had stabilized the situation, they had already grasped significant power. Both Tian Ye Gang and Qing Gang had the capability to do so, and when combined, their strength was even more formidable. If Qing Gang were to act recklessly now, would Hongmen just sit back and watch? They would take advantage of any weakness! The moment Qing Gang sent someone to Jinshan Jiao, Hongmen would surely strike to weaken Qing Gang's power—that was inevitable.
Fang Ying understood this logic; she was merely testing me to see if I had a clever way to take down Jinshan Jiao without expending too much effort. After all, I had experience in Jinshan Jiao, and she knew I was resourceful. But I couldn't reveal my thoughts to her—Jinshan Jiao was my territory now! I had to protect it!
After listening to me, Fang Ying nodded with a smile and said, "You're right. For now, we indeed can't afford to invest too much energy. Since we can't easily take down Jinshan Jiao, we'll have to negotiate for cooperation instead. How about sending someone to talk this time? What do you think?"
