Li Hao had visited the Provincial Government twice, but he had never brought Lin Xiao along, nor even Luo Qianwei; it was always Xiao Wang who drove him. That night, Li Hao didn't show up either. After dinner, he handed his room card and water cup to Dong Kai, slipping a card into Dong Kai's pocket as well. "Brother, say a few good words for me."
Dong Kai accepted the card, wary of offending Li Hao, but still wore a half-frown. "County Chief Li, you know this makes it hard for me to report back to the leaders."
Fueled by alcohol, Li Hao put an arm around Dong Kai. "Come on, think of something. Brother Kai is a capable man from Miao Province; you must have a way."

He took out a special tea from Yurou County—Qingming Rain Before Tea—and continued smiling. "This is our new tea from Yu Rao this year. We specially invited professors from Jiangdong Agricultural University to cultivate this variety. Please give it a try."
Miao Shizhang glanced at the small jar of tea with little interest but decided to humor him.
The Changjing Railway project extending west from Changlin City was determined by Executive Deputy County Head Wang Kai; Miao Shizhang merely oversaw transportation as Vice Governor. Whether or not to approve funding wasn't really up to him; he could only decide when it would be released—this month, next month, or even months later—delaying it by two or three months if necessary.
