Cold Ice City, also known as the City within a City, has an imperial city within it. Unlike other countries' capitals, this imperial city's history is much more recent than that of Cold Ice City. It is said that originally there were only nine districts in Cold Ice City, named after various birds and beasts such as Cloud Eagle, Cloud Bear, Cloud Leopard, and Cloud Elephant. After Shu Cang established his capital here and built the imperial city, eighteen districts were expanded—divided into Upper Nine Districts and Lower Nine Districts—known as Qian Cheng and Kun City. This formed what is now known as Cold Ice City. The imperial city houses the royal family of Shu Cang, while dignitaries reside in Qian Cheng, and ordinary citizens live in Kun City. As for the original nine districts of Cold Ice City, they are a mixed bag and also serve as the most prosperous area for commerce throughout all of Cold Ice City.
