Cold Ice City, also known as "City within a City," earned its name because there was an imperial city within it. Unlike other countries' capitals, this imperial city has a history that is much more recent than that of Cold Ice City. It is said that originally there were only Nine Fangs, named after various flying birds and beasts such as Cloud Vultures, Cloud Bears, Cloud Leopards, and Cloud Elephants. After Shu Cang established his capital here, he built the imperial city and later expanded it into Eighteen Blocks. The Eighteen Blocks are divided into Upper Nine Fangs and Lower Nine Fangs. Upper Nine Fangs represents Qian while Lower Nine Fangs represents Kun, also known as Qian Cheng and Kun City. This formed what is now known as Cold Ice City. The imperial city is home to the royal family of Shu Cang, while Qian Cheng houses high-ranking officials and nobles, and ordinary citizens reside in Kun City. As for the original area belonging to Cold Ice City, known as Nine Fangs, it is a mixed place filled with all sorts of people and is also where commerce thrives most in all of Cold Ice City.
