The convoy set off, and Wang Chao detailed the situation regarding the Nuclear Power Plant, of course omitting his own mutations. If Wang Chao's words were true, then the thousands of people in the Refugee Zone definitely needed to be evacuated. However, commanding the evacuation of thousands was no small task. Even in peacetime, the time, manpower, and resources required would be immense; let alone now, Huangfu Ling thought.
Huangfu Ling stared into Wang Chao's eyes, which did not seem to indicate deceit. Moreover, Wang Chao had no reason to lie about such matters.
There were only three people in the vehicle: Wang Chao, the driver Cheng Gong, and Huangfu Ling sitting beside Wang Chao. This meant that only three people were aware of the Nuclear Power Plant explosion at this point. Of course, if the military team sent out could return, but Wang Chao knew very well that those people would not come back. The car was enveloped in a long silence; even as the Young Master of the Huangfu Family, Huangfu Ling didn't know how to handle such a situation.
The journey continued without conversation until they returned to the Refugee Zone. Upon seeing Wang Chao return, Li Dewei's eyes widened in shock, but he said nothing. Naturally, Li Dewei wanted Wang Chao dead, but the key was that Huangfu Ling also wanted him dead. So how was it that he returned unscathed? Li Dewei was unaware of what had transpired but kept his thoughts to himself, secretly grinding his teeth in resentment.
They underwent security checks upon entering the Refugee Zone again. Wang Chao still bore no injuries and passed through without issue.
Meanwhile, after finishing his own check, Huangfu Ling turned to Cheng Gong and said, "Keep an eye on Wang Chao. He must not disclose this matter. I authorize you to use your weapon if necessary; I will take responsibility for anything that happens. Remember to watch him closely." Cheng Gong nodded, understanding that if news of the impending explosion at the Nuclear Power Plant got out, it would cause widespread panic in the Refugee Zone.
Huangfu Ling drove to the Power Command Center.
Old Lei had never seen Huangfu Ling so panicked before. In Old Lei's experience with members of the Seven Great Families, they always appeared calm and unruffled. Seeing Huangfu Ling's expression made Old Lei realize that something significant was about to happen. Huangfu Ling pulled Old Lei into his office without any pleasantries and went straight to the point, recounting what Wang Chao had said.
After hearing this, Old Lei looked utterly shocked. There were thousands of survivors here who had narrowly escaped death. In unknown parts of the city, there could be countless more survivors waiting for rescue. The Refugee Zone had just been established; how could it be that this city was about to become a Ghost City? Hadn't they sent people immediately to take control of the Nuclear Power Plant?
A series of questions flooded Old Lei's mind as Huangfu Ling said, "We were too careless. Lacking professional personnel led us to believe that controlling the Nuclear Power Plant would prevent any issues. But now is not the time for that discussion; the Nuclear Power Plant will explode soon, and a nuclear leak will have a vast impact. We can no longer stay in this city."
"But how can we evacuate thousands? You know nearly all roads are blocked. Even if tanks clear a path, there’s little diesel left; we can't go far. As for helicopters—how many can they carry?" Old Lei replied.
"Tanks will clear a path; we’ll walk," Huangfu Ling understood the situation in the Refugee Zone and recognized Old Lei's concerns as valid. In a scenario where all means of transportation had lost their effectiveness, one's own legs became the most reliable mode of transport. Old Lei continued, "Walking is a last resort but may be our only option: two tanks clearing a path while armored vehicles carry supplies; everyone else will walk and set up camp based on road conditions."
Huangfu Ling nodded and said, "There are enough seats on the plane for the scientists in the laboratory. We must ensure their safety; after all, they are the primary force capable of solving this Zombie crisis. Let's split up: I will handle matters in the laboratory, and you will coordinate with the military. We need to prepare everything as quickly as possible."
"Mm." Old Lei nodded but then shook his head, saying, "While that's true in theory, it's quite challenging in practice. The laboratory and the military can be managed, but controlling the crowd is another matter entirely. They have just settled here; how can we expect them to abandon everything and continue wandering?"
Old Lei continued, "Moreover, we can't let news about the Nuclear Power Plant leak out. If it spreads among the crowd, it could cause panic. Winning people's hearts won't be easy if chaos ensues. If a crowd of thousands turns chaotic and encounters a large number of Zombies, total annihilation is a real possibility. We need to find a reason that will make them willingly leave."
Huangfu Ling replied, "This task is best left to Li Dewei. He is the Vice Mayor of this city, has been in the public eye for a long time, and has many opportunities to sway public opinion with his political skills. It would be a waste of 'talent' not to assign this to him."
Old Lei nodded and said, "But we can't tell Li Dewei the whole truth. He tends to be opportunistic; while he appears upright on the surface, he is actually timid at heart. After being in office for over a decade, he seeks only to avoid mistakes rather than achieve anything significant—he's quite an ineffective official... I digress; I've dealt with him often before. Let me handle this matter."
Huangfu Ling nodded and said, "Remember, this information must not reach too many people."
Old Lei nodded and said, "We haven't been able to contact the capital at all. Where should we choose our evacuation route?"
"There are too many bigwigs in the capital; it’s likely we won’t be able to reach them for months. However, as I mentioned before, I trust in the strength of the Zhang Family and Wu Family; if we can survive, they certainly can too. Now that it's winter and with prevailing northwesterly winds, nuclear contamination could spread even further. We must move upwind; otherwise, the contamination will extend beyond its actual range. So we should head north towards the capital," Huangfu Ling said seriously.
Old Lei nodded, agreeing with this reasoning, and said, "Alright, let's get ready to depart immediately."
...
"Wang Chao, what do you think you're doing?" Cheng Gong blocked Wang Chao's path and said firmly, "We can't go anywhere right now; that's an order."
Wang Chao smiled and replied, "I know what you're worried about. I'm not foolish; don't worry. I'm just going to find someone and tell her 'your husband loves you very much.'"
