No one came out to cause trouble, and the entire Abdication Ceremony was naturally flawless. Of course, this excluded the dark expressions of Zhuge Liang and Fa Zheng, loyalists of the Liu Clan.

The ministers were silent.

What was he thinking?
“May I ask Your Majesty, what is the purpose of establishing the League of Legends Legion and the Honor of Kings Legion?” Zhuge Liang said calmly.
Zhuge Liang pointed with his feather fan at the armored generals in the hall and shook his head. “Our dynasty is based in the southwest, and Zhao Lie Emperor rose from humble beginnings. If we continue to engage in military expansion, there may soon be no one left in the southwest.”
Li Hong let out a bitter laugh. He had thought Zhuge Liang was worried about something else. To his surprise, Zhuge Liang was concerned that preparing the legions would place a heavier burden on the common people.
Thus, Li Hong smiled and said, “The Prime Minister is overthinking it. I do not intend to recruit soldiers for the League of Legends Legion and the Honor of Kings Legion.”
“Not recruit soldiers? Then what is the point of having a legion?” The ministers were momentarily stunned before erupting in an uproar.
If it weren't for the fact that this person was the new emperor, they would have been ready to tear him apart with their words. What does it mean to have a legion without recruiting soldiers?
A legion without soldiers? What purpose would that serve?
Zhuge Liang arrived late and naturally did not know about Li Hong's plans. So when he heard Li Hong say this, he was taken aback. He quickly asked, “Your Majesty cannot do this; preparing a legion is a matter of great importance to the state and cannot be treated lightly!”
His anxiety was not without reason; he thought Li Hong was joking. This was a serious matter; how could it be treated so frivolously?
Li Hong glanced at everyone's reactions and realized they had misunderstood him. He wasn't recruiting soldiers, but he wasn't excluding people either! These two legions were not open for just anyone to join.

The League of Legends Legion and the Honor of Kings Legion may not recruit soldiers, but they are certainly not empty shells. I plan to transfer all those with special abilities into these legions to form a special operations unit.”
“Uh, may I ask Your Majesty, what exactly is this special operations unit?” Jiang Wei stepped forward from the ranks to represent the ministers.
Li Hong explained, “A special operations unit refers to a force specifically organized within the military to carry out special missions aimed at achieving specific political, economic, or military objectives. “That is indeed a good idea,” Zhuge Liang nodded in agreement.
Li Hong smirked playfully and said to Zhuge Liang, “Well then, since the Prime Minister has no objections, I shall assign tasks now.”
Zhuge Liang raised an eyebrow, his gaze flickering uncertainly. From Li Hong's words, it seemed he also had tasks in mind!
"The Chancellor, although you are the head of the civil officials, possess extraordinary abilities. Therefore, I appoint you as the Commander of the Honor of Kings Legion, responsible for organizing the entire Honor of Kings Legion."
Zhuge Liang was taken aback by these words and furrowed his brow as he asked, "Your Majesty, what about the League of Legends Legion?"
"You need not worry about that; it is Ashe's matter," Li Hong replied with a wave of his hand.
"I understand!" Zhuge Liang nodded in acknowledgment and did not pursue the matter further.
With Li Hong assigning Ashe to oversee the League of Legends Legion, Zhuge Liang realized this was Li Hong's strategy for balance. He refrained from voicing any objections for this reason. After all, he was a loyal supporter of the Old Liu Family, and it was only natural for Li Hong to harbor some suspicions.
"This new emperor is indeed more adept at handling matters than the late emperor. Well, I hope this new emperor will improve even further after ascending to the throne," Zhuge Liang thought to himself. He couldn't help but compare Li Hong's various performances with Liu Shan's. In this comparison, he had to admit that Liu Shan truly fell short compared to Li Hong.
